I have the honor to

the detailed Proceedings
of the Trial, held
in this Colony,
by the Chief Magistrate and seven of Her Majesty's
Chinese Subjects, charged with murder. This case is the first
of a serious nature that has occurred, since
the confirmation of the cession of this Island to the Crown of England by the exchange of
the Ratifications of the Treaty.
I am induced to submit it to Her Majesty's Government, not only because it establishes beyond
all future
doubt or cavil the entire Sovereignty
